These principles apply
in relation to the use of bodily restraint on a person under this Division
—
(a) the
degree of force used to restrain the person must be the minimum that is
required in the circumstances;
(b)
while the person is restrained —
(i)
there must be the least possible restriction on the
person’s freedom of movement consistent with the person’s
restraint; and
(ii)
the person must be treated with dignity and respect.
