proceeding under section 423 are —
(a) the
patient or other person to whom the prescribed requirement relates; and
(b) the
service provider on whom the prescribed requirement is imposed; and
(c) if
the proceeding relates to an application made under section 424 and the
applicant is not the patient or other person to whom the prescribed
requirement relates — the applicant; and
(d) any
other person who, in the opinion of the Tribunal, has a sufficient interest in
the matter.
