(1) A proceeding must
be conducted with as little formality and technicality, and as speedily, as a
proper consideration of the matter before the Tribunal permits.
(2) In a proceeding,
the Tribunal is bound by the rules of natural justice.
(3) Subject to this
Part, the practice and procedure of the Tribunal in a proceeding is —
(a) as
provided for in the rules made under section 472; or
(b) if
no provision is made in the rules — as determined by the Tribunal.
