(1) The members of the
Tribunal must meet as often as necessary for the effective and efficient
operation of the Tribunal.
(2) The President
—
(a) may
convene a meeting at any time; and
(b) must
convene a meeting if requested in writing by 2 or more other members.
(3) The quorum for a
meeting is at least one-half of the members.
(4) The presiding
member at a meeting is —
(a) the
President; or
(b) if
the President is not present — a member chosen by the members present.
(5) At a meeting
—
(a) each
member has a deliberative vote; and
(b) a
question is decided by a majority of the members present and voting; and
(c) if
the votes on a question are equal — the question must be decided in the
negative.
(6) The registrar must
ensure that minutes of each meeting are kept.
(7) Except as provided
by this section, the members can decide the procedure for meetings.
