(1) Where a Government
party is a Minister of the Crown the consultation or negotiation functions of
the Government party under Part 2, 3, or 4 may be performed on behalf of the
Government party by any official authorized by the Government party for that
purpose, whether generally or for any particular case.
(2) Nothing in this
Act is to be read as preventing the exercise by a Government party of a power
of delegation conferred by a written law.
