(1) Except as
otherwise provided in this section a complaint under this Act shall be made in
writing by any person or by any body of persons, whether incorporated or not.
(2) When the person by
whom a complaint might have been made under this Act dies or is for any reason
unable to act for himself, the complaint may be made by his personal
representative or by a member of his family or other individual suitable to
represent him; but except as otherwise provided in this subsection a complaint
shall not be entertained under this Act unless it is made by the person
aggrieved himself.
(3) The provisions of
any enactment prohibiting or restricting or authorising or requiring the
imposition of prohibitions or restrictions on communication to any other
person do not apply to any communication made for the purpose of making a
complaint under this Act.

(5) Except where the
Commissioner, in the special circumstances of a case, otherwise determines, a
complaint shall not be entertained under this Act unless it is made not later
than 12 months from the day on which the person aggrieved first had notice of
the matters alleged in the complaint.
