(1) A licence may be
wholly cancelled or partly cancelled on the ground that the licensee has not
complied with a provision of this Act or of the regulations notwithstanding
that he has been convicted of an offence by reason of his failure to comply
with the provision.
(2) A person who was
the registered holder of a licence that has been wholly cancelled, or is the
registered holder of a licence that has been partly cancelled, on the ground
that he has not complied with a provision of this Act or of the regulations,
may be convicted of an offence by reason of his failure to comply with the
provision, notwithstanding that the licence has been so cancelled.
(3) A licence may be
wholly cancelled or partly cancelled on the ground that the licensee has not
paid an amount payable by him under this Act within a period of 3 months after
the day on which the amount became payable, notwithstanding that judgment for
the amount has been obtained or that the amount, or any part of the amount,
has been paid or recovered.
(4) A person who was
the registered holder of a licence that has been wholly cancelled, or is the
registered holder of a licence that has been partly cancelled on the ground
that he has not paid an amount payable by him under this Act within a period
of 3 months after the day on which the amount became payable, continues to be
liable to pay that amount together with any additional amount payable by
reason of late payment of that amount, notwithstanding that the licence has
been so cancelled.
