the issue of a writ for a referendum and before the votes have been taken in
pursuance thereof, supplies to an elector any food, drink, entertainment or
transport with a view to influence his vote in connection with the referendum
shall be guilty of an offence and shall be liable to a penalty not exceeding
$400 or imprisonment for one year.
