for, receives, or obtains, or agrees or attempts to receive or obtain any
money, property, or benefit of any kind for himself or any other person upon
the understanding that his vote in connection with a referendum shall be
influenced thereby, or shall be marked in a particular manner, or that he will
refrain from voting at a referendum, or, in the case of a referendum as to a
Bill, that he will support or oppose the Bill, shall be guilty of an offence,
and shall be liable to a penalty not exceeding $400 or imprisonment for one
year.
