(1) Except in an
emergency or if the entry is authorised by the warrant of a justice, entry by
or on behalf of the Authority on to any land, premises or thing is not lawful
unless —
(a) the
consent of the owner or occupier has been obtained; or
(b)
notice has been given under section 54.
(2) If notice has been
given under section 54, a person authorised by the Authority to do so may
lawfully enter the land, premises or thing without the consent of the owner or
occupier unless the owner or occupier or a person authorised by the owner or
occupier objects to the entry.
