(1) The functions of a
committee are, in respect of the locality or area for which it is established
—
(a) to
provide the Minister with —
(i)
assistance; and
(ii)
advice,
on matters relating to
the functions of the Minister to the extent that the Minister asks the
committee to do so; and
(b) to
perform the functions given to it —
(i)
by section 26N(2), in respect of local by-laws; and
(ii)
by section 26GZ, in respect of a plan under Division 3D;
and
(c) to
perform any function of the Minister that may be delegated to it by the
Minister under section 26GP; and
(d) to
ensure that the Minister is informed of, and has access to, community views on
matters relating to water resources; and
(e) to
assist the Minister in the resolution of disputes about the use of water
resources involving persons having rights under this Act or persons affected
by the exercise of those rights.
(2) A committee in
performing its functions is subject to the direction and control of the
Minister.
