allowances to be paid —
(a) to a
Council member; or
(b) to a
person appointed a member of a committee of the Council,
who is a person to
whom Part 3 of the Public Sector Management Act 1994 , applies, shall not be
determined except with the prior approval, in writing, of the Public Sector
Commissioner.
