section 63(2) or (3), 64(2) or (5) or 65(3) or (5) and an authorisation under
section 67(2) is to be in writing.
(2) Subsection (1)
does not apply —
(a) in
the case of a direction to move a vehicle, if the moving is carried out in the
presence of, or under the supervision of, a police officer; or
(b) in
prescribed circumstances.
