(1) The CEO may issue
to a person a learner’s permit authorising the person to drive a motor
vehicle on a road solely for the purpose of learning to drive it.
(2) The permit does
not authorise driving except in the course of driving instruction by —
(a) the
holder of a licence issued under the Motor Vehicle Drivers Instructors Act
1963 ; or
(b)
anyone else prescribed in the regulations.
(3) The permit must
either set out in full or sufficiently identify any condition to which it is
subject other than a condition imposed by this section or by the regulations.
(4) The permit expires
at the end of a period of 3 years after the day on which it is issued unless
it has terminated before then, and the CEO may cancel it at any time by notice
in writing given to the permit holder.
(5) Regulations may be
made about learners’ permits and, without limiting what else may be
dealt with in the regulations, they may fix the minimum age below which,
unless the CEO is satisfied that denial of the permit would occasion undue
hardship or inconvenience, a person cannot be issued with a learner’s
permit.
