(1) The executive
officer is to give notice, in accordance with the rules, of the time and place
for a hearing in a proceeding to —
(a) each
party to the proceeding; and
(b) each
other person entitled to notice of the proceeding or hearing under this Act or
the enabling Act; and
(c) any
other person that the Tribunal directs be given notice of the hearing.
(2) If a person,
including a party, to whom notice has been given in accordance with the rules
fails to attend, the hearing may be held in the absence of that person.
