(1) A power of the
Tribunal to make an order or give a direction (the primary power ) includes
the power to make the order subject to conditions and the power to make any
ancillary order or direction the Tribunal considers appropriate for achieving
the purpose for which it may exercise the primary power.
(2) An ancillary order
may provide for a decision of the Tribunal in relation to a reviewable
decision to be implemented by a person who is not the original decision-maker
whether or not that person is a party to the proceeding.
