(1) The rules may
provide for the Tribunal to —
(a)
extend or abridge a time limit for doing anything in connection with a
proceeding, or the commencement of a proceeding, even though the limit is
imposed under this Act or the enabling Act; or
(b)
waive compliance with any other procedural requirement in connection with a
proceeding or the commencement of a proceeding.
(2) The extension or
waiver may be authorised even though the time for complying has passed.
(3) This section has
effect despite section 5 except to the extent, if any, that this section is
expressly excluded by the enabling Act.
(4) The Tribunal
cannot extend or abridge time or waive compliance if to do so would cause any
prejudice or detriment to a party or potential party that cannot be remedied
by an appropriate order for costs or damages.
