By-laws may be made
for the purpose of and in accordance with clause 12(5) of the Agreement and
the by-laws —
(a)
shall be published in the Government Gazette ;
(b)
shall take effect and have the force of law from the date they are so
published, or from a later date fixed by the by-laws;
(c) may
prescribe penalties not exceeding $100 for a breach of any of the by-laws;
(d) are
not subject to section 36 of the Interpretation Act 1918 2 , but shall be laid
before each House of Parliament within 6 sitting days of such House next
following the publication of the by-laws in the Government Gazette ;
(e) may
be altered or repealed in accordance with that clause.
