proposed scheme or amendment to the Minister, the Commission must —
(a)
consult the Swan Valley Strategic Leadership Group; and
(b)
consult the Swan Valley local government; and
(c) make
reasonable endeavours to consult any public authorities or persons that appear
to the Commission to have an interest in the proposed scheme or amendment.
