controlled operation means an operation carried
out under this Division —
(a) to
monitor compliance with this Act; or
(b) to
investigate —
(i)
a suspected contravention of this Act; or
(ii)
whether there are grounds for suspension or cancellation
of a passenger transport authorisation because the holder of the authorisation
is not a fit and proper person; or
(iii)
whether there are grounds for suspension or cancellation
of an on-demand booking service authorisation because a responsible officer of
the provider of the on-demand booking service is not a fit and proper person.
