(1) If a member other
than the chairperson is unable to act because of illness, absence or other
cause, the Minister may appoint another person as an alternate member to act
temporarily in the member’s place.
(2) If the deputy
chairperson is acting in the chairperson’s place, the Minister may
appoint another person as an alternate member to act temporarily in the deputy
chairperson’s place.
(3) While acting in
accordance with their appointment an alternate member is taken to be, and to
have any entitlement of, a member.
(4) An act or omission
of an alternate member cannot be questioned on the ground that the occasion
for the appointment or acting had not arisen or had ceased.
