a container deposit scheme that includes the following general features
—
(a) a
company will be appointed to the office of Coordinator of the scheme with
responsibility for administering the scheme;
(b) if a
beverage is to be supplied in a container, various conditions must be met,
including a supply agreement being in force that requires a contribution to
the costs of the scheme (including the costs of refund amounts paid under the
scheme);
(c) a
refund amount will be paid to a person who returns an empty container to a
refund point;
(d)
containers that have been returned to a refund point must not be disposed of
in a prohibited manner.
