(1) The Commission
may, in respect of any particular matters or class of matters or in respect of
any particular area, by writing under its seal, delegate to any Commissioner
or to the General Manager or to any other person all or any of its powers
under this Act, other than this power of delegation, so that the delegated
powers may be exercised by him in respect of the matters or class of matters
or area specified in the instrument of delegation.
(2) Every delegation
under this section is revocable at will, and no such delegation prevents the
exercise of any power by the Commission.
