If on demand a person
fails to pay the fares or charges due to the Commission in respect of a
service rendered by the Commission, the Commission may, without prejudice to
the right to sue for and recover any part of the fares or charges not
recovered under this section, detain and sell all or any of the goods of the
person that are in its possession, and out of the moneys arising from the
sale, retain the fares or charges so payable, and all charges and expenses of
the detention and sale, and shall render the surplus, if any, of the moneys
arising by the sale, and such of the goods as remain unsold, to the person
entitled to the surplus or to the goods, as the case may be.
