a true copy of such certificate as aforesaid shall be personally served upon
the chairman or some member or officer of the committee and a true copy of
such notice shall be fixed upon some part of the land or buildings the subject
of such notice and every such notice so served as aforesaid and a copy of
which shall have been so fixed as aforesaid shall be deemed to have been duly
served.
