(1) The Minister may,
either generally or as otherwise provided by the instrument of delegation, by
writing signed by him delegate to a person any power of approval conferred on
him by this Act.
(2) For the purposes
of this Act, the giving of an approval under this Act by a delegate under this
section shall be deemed to be the giving of the approval under this Act by the
Minister.
(3) A person
purporting to give an approval under a delegation under this section is
presumed to do so, in the absence of evidence to the contrary, in accordance
with the terms of that delegation.
