(1) The conciliation
officer is to make all reasonable efforts to bring the parties to the dispute
to an agreement acceptable to all of them.
(2) The conciliation
officer is to act —
(a)
fairly, economically, informally and quickly; and
(b)
according to the substantial merits of the case without regard to
technicalities and legal forms.
