knock‑out drum on any flare used for the gas flaring must be maintained
to a standard that ensures the knock‑out drum functions in the way it is
designed to function.
(2) Any elevated flare
used for the gas flaring must be maintained to a standard that prevents the
discharge of soot or any hot materials capable of igniting a fire.
