of these By‑laws shall have the force of law in the District of every
Local Authority in the State, as defined in the said Act; and these
By‑laws, other than By‑law 4A aforesaid, shall have the force
of law in the District of every such Local Authority, excepting the districts
specified in the Schedule hereunder: —
