vessel shall, when required so to do by the Marine Manager, do any act
necessary to permit the Marine Manager to inspect and examine the inflammable
liquid on board the vessel and any appliances to be used on the vessel for the
purpose of ascertaining whether the provisions of these regulations are being
observed and whether all other measures necessary for general safety are being
taken.
