46 .         Referral of decision to expert review panel

        (1)         If the Commission receives an application under section 26 of the Act in respect of an assessment, the Commission must refer the assessment to the convenor for review by an expert review panel.

        (2)         Subregulation (1) is subject to regulation 32(b).

        (3)         The convenor must convene an expert review panel to conduct the review.
