dispute, the Arbitrator may:
(a)
require the parties to continue negotiations or engage in an alternative
dispute resolution process; and
(b)
require reports from each party setting out the nature of the latest offers,
the basis upon which those offers were made and the nature of any conflicts of
interest that the Service Provider may have that may affect its willingness to
resolve the dispute with the Prospective User.
