The Reference Tariff
Policy may provide that certain principles are fixed for a specified period
and not subject to change when a Service Provider submits reviews to an Access
Arrangement without the agreement of the Service Provider. A Fixed Principle
is an element of the Reference Tariff Policy that can not be changed without
the agreement of the Service Provider (Fixed Principle). The period during
which the Fixed Principle may not be changed is the Fixed Period (Fixed
Period).
