(1) At any time before
the declaration of the poll, the returning officer may, if he or she thinks
fit, at the request of a scrutineer, or of his or her own volition, recount
the ballot papers.
(2) The returning
officer in conducting the recount has the same powers as if the recount was
the count and may reverse any decision in relation to the scrutiny as to the
admission or rejection of a ballot paper.
