(1) The Minister is to
appoint one of the members to be the deputy chairperson of the Board.
(2) The deputy
chairperson is to perform the functions of the chairperson when the
chairperson is unable to do so by reason of illness, absence or other cause,
or when the office of the chairperson is vacant.
(3) An act or omission
of the deputy chairperson acting as the chairperson cannot be questioned on
the ground that the occasion for the acting had not arisen or had ceased.
