charge or having the supervision of any prisoner absent from a prison shall
ensure that the prisoner complies with the provisions, conditions and
stipulations of the relevant permit for absence, or order under
section 85 of the Act, relating to the prisoner, and shall at all times
keep the prisoner under the prison officer’s charge or supervision.
