(1) In this
regulation —
motor vehicle means a motor vehicle built or used
mainly for the transport of goods or people by road.
(2) A motor vehicle
that is a heavy vehicle must have a right‑hand drive.
(3) A motor vehicle
that is a light vehicle but not a motor cycle must have a right‑hand
drive unless —
(a) the
vehicle is more than 30 years old; or
(b) the
vehicle —
(i)
is more than 15 years old, but not more than
30 years old; and
(ii)
is used solely for personal use.
(4) A motor vehicle
has a right‑hand drive if the centre of at least one steering control of
the vehicle is to the right of, or in line with, the centre of the vehicle.
(5) A component of the
steering system of a motor vehicle that is essential for effective steering of
the vehicle must be built to transmit energy by mechanical means only.
(6) Failure of a
non‑mechanical component of the steering system must not prevent
effective steering of the vehicle.
