(1) A person who has
not reached 16 years of age cannot hold a learner’s permit
unless —
(a)
subregulation (2) applies; or
(b)
under subregulation (3), the CEO waives the requirement to have reached
that age.
(2) A person who has
reached 15 years and 6 months of age may hold a learner’s
permit authorising the person, while learning, to drive only a moped.
(3) The CEO may in a
particular case waive the requirement to have reached 16 years of age if
the CEO is satisfied that denial of the permit would occasion undue hardship.
