(1) Unless the consent
in writing of the harbour master has been first obtained, the master of a
vessel lying at any wharf shall not cause or permit the use of a
flare‑up lamp or naked light in any hold of the vessel.
(2) The harbour master
of a port may board or enter any ship or place within the port to search for
any fire, or any flare‑up lamp or naked light that he or she suspects
may be burning in a vessel or any other prohibited place in the port and may
extinguish any such fire, flare‑up light or naked light that he or she
may find and take any other action he or she thinks necessary for the safety
of the port.
