of section 179(2)(b), the person providing the report must be registered
as a building service contractor under the Building Services (Registration)
Act 2011 section 18.

Subregulation (1) does not apply if the report is to be incorporated in a
full proposal for a unanimous owner‑initiated termination proposal.
