(1) A person has
diminished capacity to respond to the termination proposal process if there
are socioeconomic factors that impair the person’s ability to access the
professional advice or other services that the person requires to make an
informed decision in the termination proposal process.
(2) Without
limitation, the following are examples of socioeconomic factors that impair a
person’s ability to access professional advice or other services —
(a)
unemployment;
(b)
dependency on a government pension, benefit or allowance.
