improvements on a holding shall be purchased by the lessee and any advance
made to the lessee by the Minister for this purpose shall be repaid by the
lessee by equal half‑yearly instalments together with interest thereon
at the rate of 3¾% per annum and the instalments shall be paid at the
same time as the rental payments.
