interval of at least 3 days between the closing date for the receipt of
applications and the date fixed for the sitting of the Board. When the date
for the sitting of the Board has been fixed, due notice shall be sent to each
applicant (if required to appear before the Board), advising the time, place,
and date of the sitting of the Board; also a form of declaration for
completion by him, should he be unable to appear before the Board.
