The general manager or
other officer authorized by the Port Authority for the collection of dues
shall have the power, either alone or with other persons, to enter any vessel
in order to ascertain the dues payable in respect of the vessel or of goods
therein, and a person shall not hinder or molest the general manager or that
other officer or those persons, or refuse to allow him or them to enter or
search any such vessel.
