A person shall not
cause any boat race or procession of boats to take place in the Harbour,
without the leave of the Harbour Master and then only subject to such
conditions as the Harbour Master may impose; and a steamer shall not be caused
or permitted to accompany a race, without the consent of the Harbour Master.
