A person shall not,
within the Harbour, ply for hire or reward with a steamer, vessel or boat of
any description, or hold or let any of them for hire or reward, for towing,
conveyance of passengers, goods, water, ballast, refuse, or any other
commodity or thing or for any other purpose, unless he is the holder of a
licence which is current, and the Port Authority may issue a licence for that
purpose, and may withdraw or vary any such licence.
