If any vessel, having
on board a licensed pilot, leads any vessel which has not a licensed pilot on
board, when the lastmentioned vessel cannot from particular circumstances be
boarded, the lastmentioned vessel shall unless otherwise provided, pay the
full pilotage rate for the distance run as if the pilot had actually been on
board and had charge of the said vessel.
