All lighters conveying
explosives either to or from vessels, wharves or other places, shall be duly
licensed “in accordance with the provisions of the
Western Australian Marine Act 1982 ” under such conditions as shall
be prescribed in the license by the Chief Inspector of Explosives, and shall
be subject to all the regulations (as far as the same may be applicable) in
force for the time being for the management of magazines.
