In the stowing of
explosives in any vessel or licensed powder lighter due precaution shall be
taken, by means of a partition or otherwise, and by careful stowing, to secure
the explosive from being brought into contact with, or endangered by any other
article or substance conveyed in the boat which is liable to cause fire or
explosion.
