This legislation has been repealed.
Where a vessel or
licensed powder lighter is conveying explosives, due provision shall be made
by the master and owner for preventing the introduction into that vessel of
any inflammable liquid or oil or any substance or article likely to cause
explosion or fire, or the introduction of any iron, steel, or grit in such a
manner as to come in contact with the explosive, and if the explosive carried
in any vessel or licensed powder lighter is liable to be dangerously affected
by water, due precautions shall be taken to exclude water from coming into
contact with it, but nothing in this regulation shall be construed to prevent
the introduction of an artificial light or safety matches of such character as
not to cause any danger of fire or explosion.
